The purpose of the entry and participation criteria is to outline:

1. The authorisation requirements and conditions under which a person who is not a system participant can be registered as a service provider;

2. The operating requirements or conditions under which a licensed service provider will operate upon being registered by PAN; and

3. The different types and characteristics of service providers to be licensed by PAN.
