Who We Are

The Payments Association of Namibia (PAN) is a legally recognised, not-for-profit entity established under the Payment System Management Act, 2023. It serves as a central collaborative platform for participants in Namibia’s National Payment System, with the mandate to promote a safe, efficient, and reliable payments environment.

PAN operates as a distinct legal entity and works closely with the Bank of Namibia to support oversight, set participation standards, and guide the development of payment systems in the country. By fostering industry alignment and advancing best practices, PAN plays a vital role in shaping and sustaining Namibia’s financial infrastructure.

The PAN Constitution

Legislative Mandate

Payment System Management Act, 2023

Promulgated as Act No. 14 of 2023, the Payment System Management Act establishes a robust legal framework governing Namibian transactions, clearing operations, settlement nodes, and fee allocations.

This Act empowers PAN as the sole legally recognized payments association to formulate technical standards, enforce rules on members, and support the Bank of Namibia in maintaining payment ecosystem integrity.
